Netherne Roads

Members of NothRA have been working hard on issues regarding the roads of Netherne.

They recently attended a meeting with the National Highways Department and below you can see the minutes from the meeting.

Present: Cllr Frank Kelly.
Amelia Yeodall – National Highways Funding.
David Jenner – Connect Plus Service Team.
Marie Robertson – NothRA.
Jerry Warwick – Hooley Residents Association.

Amelia Yeodall outlined the following: –
Reduction of speed limit scheme has funding and will be implemented through
Hooley, decreasing and increasing depending on sections of road in 30, 40 and
50 mph zones. There will be clear round signs and white speed limits on the
road surface by Spring 2025. There is an above number of personal injury
incidents on this section of road mainly relating to vehicles. Two pedestrians and
one cycle.

2: National Highways are only responsible for roads outside London. The A23 turning
right out of Netherne Drive is Transport for London, turning left is National Highways.
Side roads such as Netherne Drive, Star Lane, Church Lane etc are Surrey County
Council.

3: New Traffic Lights system – Netherne Drive A23 junction: –
(a) Old lights required replacing.
(b) Temporary pedestrian signals were in place to protect work force.
(c) New traffic light phasing should improve traffic flow and safety.
(d) These lights and movement on the A23 are monitored electronically over a six-
month period.
(e) Just had a two-month review that resulted in recent fine tuning of the system.
(f) Cannot have a yellow box unless you have: – A Traffic Order and Data to support
the need from the Village and Highways Department. Frank Kelly suggested a
community speed watch – police and community working together to establish
the need. He will send information to Rosalind Earp.

4: Pedestrian crossing – may mean reconfiguration of current crossing. Evidence
needed to show it is difficult to cross. Highways believe the new traffic lights will
alleviate our problem.

5: Option DJ – Roundabout by Starbucks. There are investigations into how to deal
with the issues there – but part of a six-year plan and a possible cycle lane may help
to close up the laybys.

6: HooleyJerry Warwick raised all the issues relating to Hooley: – Church Lane right
turn, U-turn at Starbucks, damage to the crossing, footways blocked by vehicles,
Surrey County Council possible cycle lane, enforcement of parking restrictions
outside the only shop left in Hooley.

7: Frank Kelly suggested that Amelia Yeodall and David Jenner attend AGM’s of
Resident Associations. Frank Kelly said, “Email him any issues.”

8: Marie Robertson asked to meet them again in three months’ time to check the
monitoring of the A23 and discuss any further progress on issues we had raised.
They agreed and will email Rosalind Earp (Chair of NothRA).
